S tacie R. Hartman co-chairs Steptoe & Johnson LLP’s Financial Services Group, which comprises more than 65 lawyers across nine offices around the world. An accomplished enforcement lawyer and first-chair trial lawyer and litigator, she leads cases in courts around the country and in enforcement proceedings before the Commodity Futures Trading Commission, Securities and Exchange Commission, Financial Industry Regulatory Authority, National Futures Association, and financial exchanges, and in financial-market investigations by the Justice Department. Hartman’s cases have involved allegations of market manipulation, spoofing, self-trading, disruptive trading practices, and false statements, among others. In a practice primarily dominated by male lawyers, Hartman has built a strong enforcement practice and earned a national reputation among derivatives lawyers for strategic, effective advocacy in this field. Hartman has led and won numerous prominent cases throughout her career and she has a track record of helping her clients avoid prosecution completely or obtain settlements at record-low penalties. She also conducts internal investigations and handles the private litigation that often follows. Hartman serves as vice chair of the ABA’s Derivatives and Futures Law Committee, and is also a well-known commentator on issues facing financial markets participants, often speaking at industry events, authoring articles, and providing insights to media. Her recent honors include being recognized as a Trailblazer in Finance, Banking & Capital Markets by the National Law Journal (2019) and as one of Crain Chicago’s Notable Women in the Law (2020). Hartman has served as a mentor, formally and informally, for nearly 20 years. She has acted as a mentor both on the teams she staffs and for others in different law practices. Hartman considers mentoring a significant part of her role as a law partner and in co-chairing Steptoe’s Financial Services Group, and attributes her own career success in great part to the mentorship she received as a young lawyer. Hartman believes that serving as a mentor is both a responsibility and an opportunity to share her experience and help pay it forward for others. Hartman also strives to help create a more diverse and equitable industry. For example, Hartman is active in the promotion of women and diverse lawyers in the financial market sector. In her work with the industry and as co-chair for the Women White Collar Defense Association’s annual meeting, Hartman has connected numerous young women lawyers to clients and others, and helped women in the field attain greater visibility and opportunities. At Steptoe, she is active in the firm’s Women’s Forum and the Professional Advancement Committee. Outside of Steptoe, Hartman dedicates time to many civic activities. For example, she serves as an Anti-Defamation League National Commissioner and is on the Board and management committee for the ADL Midwest Region, where she also co-chairs its engagement committee. She is a member of the Joffrey Ballet Women’s Board and a part of Steppenwolf’s Director’s Circle.
